The CBSE action against NPS schools is a classic study of everything that is wrong in the way we manage education. Without going into the specifics of NPS itself, we should be able to see the wrinkles in the canvas. a. First, the public school system is bad. To be precise, it is one of the WORST IN THE WORLD. It is so bad that even poor people are fleeing it, and putting children in private schools at their own cost. In Karnataka, only one out of three children who depend on the state pass high school, and even among…

In any riparian dispute, the contending parties each try to 'win', through a decision that is favourable to them. This is understandable - we all want victory on our part of the river (upstream or downstream), and politicians want to show that their side is winning. In Maharashtra, we see this happening within the state itself. But this kind of stance distracts the attention of both sides from the real long-term solutions that they can pursue TOGETHER, in ways that BOTH WILL BENEFIT. That is the key to the solution. In my view there are four things that can be…

Nation-wide strike ... some thoughts. a) People who feel that they are not sharing in the economic gains of the country resort to strikes. That much is understandable. And we must do something about this - inequality at these high levels is harmful in many ways. b) The public at large, however, is tired of strikes - especially because in addition to economically motivated strikes called by disaffected workers, there is another set of strikes called by employees of over-staffed public sector organisations that most people think should have been closed long ago, because they are just a drain on…

Over the last few days, it was reported that Metro stations at Silk Board and K R Puram will be developed as transit points, so that in the future we could have a line running on Outer Ring Road, connecting to these two ends, and linking to other Metro lines in the city.. This was greeted in the media as 'Metro to run on IT corridor' along with the claim this will significantly decongest traffic in the high-employment zone. Friends of the government, in particular, touted this as an important step for Bangalore. In reality, it is nothing of that…

Over the last two years I have written extensively about the emerging new idea of governance around the world. Historically in democracies, we paid a lot of attention to government FOR the people, and government OF the people, but it is only recently that there is more and more attention on self-governance and participatory democracies, ... what we might consider government BY the people themselves. But how exactly could this alternative work? What are its contours? Broadly, there are three pillars on which we can imagine this. a) We need to work WITH the government ... a lot of what…

Dear members of civil society, who are the members of the newly formed Bangalore Blueprint Action Group, I am writing to you today because, like you, I care about Namma Bengaluru and I want its governance to improve. And I believe every one of us in the city can make a difference to its future. First, I am happy that the Government values your advice. The input of people who have both ideas and passion for the city should always be welcome in government. Many of you have a track record of interest in the welfare of the city, and…

BBMP, BDA, BESCOM, BWSSB, and other organisations should stop the practice of accepting deposits and payments from developers on behalf of home owners. Instead, they should set up a system by which the home owners can directly make the payments themselves, hassle-free. The current practice is leading to an ocean of black money. (a) Monies collected from home owners is often not paid at all to the utilities. (b) Monies collected from home owners is often far in excess of what is due to be paid to the utilities. (c) When money is not paid, the home owners are left…

In government, there has been a historical fear that private contractors will take public funds for a ride. And among the public, there is a historical fear that governments will award contracts to their preferred bidders, and make money through kickbacks. Both of these fears are quite genuine. To address this, many governments have passed laws on how public procurement should be carried out. Karnataka also has passed such a law, the Karnataka Transparency in Public Procurements Act, (KTPP). There are three broad rules under this act, which should provide the basis for better procurement, but as we will see…

So far, I have received expressions of interest from people in about 25 wards to work on local solutions for civic improvement and better governance. I'll reach out to each of you individually and see how to help you get going, but meanwhile, here is a list of things to get started with, in thinking about the local area. This is from the work of CiFoS in Sanjay Nagar (thanks, Sathya Sankaran, Subbaiah T.S. and others). Later this week, we'll organise a small workshop for the first few wards to begin to replicate this work in other areas. Meanwhile, if…

Here is an extract from my proposals to the government on things to include in the State Budget, 2016-17: (a) The Master Plan for Bengaluru and other cities being statutory, the State Budget each year should mandatorily allocate monies to proposals within these plans. That is essential to retaining their statutory nature, and also to ensure that development during a Plan period is annually guided by such allocations. A beginning may be made in this, by an explicit reference in this year's Budget to financing proposals under the Master Plan. This would also give the newly appointed Minister for Bengaluru…
